The Minister for Business, Enterprise, Technology and Science (Edwina Hart): We have met with mobile operators to encourage investment in areas where mobile coverage is poor, particularly where there is demonstrable demand.
We are also lobbying UK Government and Ofcom to mandate appropriate mobile phone coverage levels when it issues 3G spectrum licences to operators to improve network coverage across Wales, including Aberconwy.

The Minister for Environment and Sustainable Development (John Griffiths): In my previous role as Counsel General, I travelled to the Mbale region of Uganda between the 22nd and 29th of October 2010, on behalf of the First Minister, on a visit in support of the Welsh Government’s (WG) Wales for Africa (WfA) programme.
The purpose of the visit was to launch the Territorial Approach to Climate Change (TACC) project and to visit projects and partners supported by Wales.
The three-year TACC project will help Mbale assess the impact of climate change in the area and draw up a plan to help them adapt to it. The plan can then be used to access international funds for implementing climate change adaptation and mitigation measures. TACC is being delivered by District Councils and Non Government Organisations (NGO’S) in Eastern Uganda in partnership with the Welsh Government. The United Nations Development Programme is managing the project and it is part funded by the UK Department for International Development (DfID).

The Minister for Finance and Leader of the House (Jane Hutt): The costs below refer to the technical support and hosting of the Internet shared service which hosts 30 Welsh Government websites. These include the main Welsh Government website www.wales.gov.uk and www.cymru.gov.uk and websites which deliver services to the public such as Cadw and Gwlad.
The figures provided cover the hardware, software licenses, connectivity and support elements of the service as well as development undertaken to maintain and increase the functionality of sites on the shared service. This ensures that the service is available, is fully resilient, secure and managed to the highest standards.
In 2009/10 expenditure was approximately £657,318.42
In 2010/11 expenditure was approximately £725,498.00
In 2011/12 expenditure as of 1/08/2011 is £148,907.44

Lesley Griffiths: Stop Smoking Wales, the national smoking cessation service for Wales, publishes annual data on the number of smokers who contact the service prior to elective surgery. This information is recorded on a financial year basis.

Responsibility for CARAT services (Counselling, Assessment, Referral, Advice and Throughcare) – and the monitoring of availability and effectiveness - remains reserved, and falls to the Ministry of Justice and National Offender Management Service.

Lesley Griffiths: The Welsh Government has responsibility to fund successful retrospective continuing care claims up to 31-03-2003, thereafter the financial responsibility falls to the Local Health Boards. The amount of interest paid, as at 31st March 2011, in relation to the successful cases that started before 31-3-2003 is £3.002m. The Welsh Government does not hold any information on those cases which fall after 31-03-2003 and are the liability of the LHBs. The amount of interest on outstanding claims cannot be estimated at this point in time as there are too many unknown variables with each claim.

Lesley Griffiths: Powys LHB oversees and administrates the process for dealing with Continuing Care retrospective claims. Based on the information held on their databases the average settlement per case is around £29,840. The lowest settlement was £134.47 and the highest was £471,586.92.

The Minister for Housing, Regeneration and Heritage (Huw Lewis): The Welsh Government does not collect statistics on the previous place of residence for people who have been accepted as unintentionally homeless and in priority need, including former prisoners.
The Homeless Persons (Priority Need) (Wales) Order 2001 gives priority need only to those former prisoners who have a local connection with the area to which they apply for assistance, which in most cases would mean that they had lived in that area for some time prior to being sentenced.
The latest statistics for the period January to March 2011 show that 260 former prisoners were accepted as unintentionally homeless and in priority need, 16% of all acceptances.

The Minister for Local Government and Communities (Carl Sargeant): Network Rail is responsible for the railway infrastructure and the British Transport Police for railway crime-these are both non-devolved. Both organisations publish statistics on cable theft. The rail industry in Wales has a strategic group, including Network Rail, Arriva Trains and the British Transport Police, looking at cable theft. My officials will monitor the work of this group.

Carl Sargeant: The Welsh Government has provided a £2.7m grant to the £7.3m scheme for improvements to Swansea High Street Station. The majority of the scheme is expected to be completed by the end of this year.

Carl Sargeant: The Welsh Government maintains the safety of tunnels on the Trunk Road Network in Wales in accordance with EU and UK legislation and standards.
To ensure this, each tunnel, including the M4 Brynglas Tunnels, has a forward programme of cyclic capital maintenance and improvement work. However, the value of this work varies from year to year depending on the stage in the maintenance cycle and the timing of any one off improvements and this explains the difference in capital funding for the M4 Brynglas Tunnels between 2009/10 and 2010/11. Through the expenditure profile on these tunnels varies safety is maintained at all times.

Carl Sargeant: Bus Users UK in Wales have published a best practice guide for local authorities and public transport operators so that they can help people who have visual or auditory impairments. The guide sets out detailed recommendations for local authorities and public transport operators and some useful case studies on what can be done to help these passengers to travel independently.
In addition, some of the TrawsCymru longer-distance bus services offer audio-visual announcements and I am keen to extend coverage as part of our plans for expanding and improving the quality of the TrawsCymru network.

Carl Sargeant: The Localism Bill is legislation of the UK Government. The Welsh Government has worked with the UK Government to ensure that provisions which apply to Wales reflect the Welsh Government’s policy approach and, where appropriate, we are aiming to secure powers through the Bill. Assuming the Bill is successful, we will implement the provisions relating to Wales in line with our policy objectives at the time.

Carl Sargeant: The Welsh Government approved the application submitted by Conwy County Borough Council for improvements to Llandudno Railway Station on 5th August 2011. Implementation of the project will start on 1st September.

Carl Sargeant: The Welsh Government is not having discussions about surplus Class 150 trains. Arriva Trains Wales currently has a rolling stock fleet sufficient to provide its franchised services. We continue to monitor demand and crowding levels jointly.
