The Minister for Health and Social Services (Lesley Griffiths): The Department of Health, Social Services and Children issued interim guidance to Health Boards and the former Health Commission Wales in October 2009 asking them to ensure decision-making processes relating to individual patient funding requests were robust, fair, open and patient-centred.  

In August 2010, the Department developed a framework document defining the potential requirements for an all-Wales individual patient funding request policy.  Subject to an Equality Impact Assessment, I expect the policy to be finalised in the next few weeks.  

Health Boards will be publicising the all-Wales policy so that it is easily accessible, with clear, published information to advise and guide patients and clinicians in making an individual patient funding request.

I have placed a copy of the final draft policy in the Library.

Lesley Griffiths: The Rural Health Plan was published in 2009, and a Rural Health Implementation Group was set up in early 2010, to support its delivery.  A Rural Health Innovation Fund of £1m was launched in April 2010 which has provided funding to: 15 local innovation projects, national developments and establishing two rural health development sites.

The 15 Rural Health Innovation Fund projects are wide ranging and deliver to a broad cross section of client groups as well as addressing acute to long term conditions and engage volunteers and professionals across the board. The projects will be providing an evaluation report in July with a view to sharing the learning gained at a national event in September this year.
