The Permanent Secretary (Dame Gill Morgan): The Special Advisers’ pay structure is based on simple broad bands, underpinned by a tailored job evaluation scheme. There are five pay bands, which range from 0-5, with pay band 0 representing the most junior adviser roles. Special Advisers in the Welsh Government are engaged on either an employed or secondment basis and their roles fall within Pay Bands 1 and 2. This includes the Welsh Government’s new team of Special Advisers.

The First Minister (Carwyn Jones): The Delivery Unit will report directly to me but will be hosted within Michael Hearty’s Strategic Planning, Finance and Performance Directorate. It will have twelve members of staff and will be headed by a member of the Senior Civil Service. The Delivery Unit will manage the government’s Legislative Programme and ensure that all parts of the Welsh Government are delivering against measureable and transparent targets.

Leighton Andrews: Further to my answers to WAQs 57407, 57491 and 57493, my officials have now completed their investigations into the data quality issues that prevented a full answer being provided at the time. The data issues related to the incorrect classification of some Food Technology qualifications by awarding organisations.

Leighton Andrews: The Welsh Government expects the majority of pupils at the end of Key Stage 2 (pupils aged 11) to achieve at least level four or above in each of the core subjects. The two tables below show the number and percentage of pupils who did not reach this level in 2010.

Leighton Andrews: Further to my answer to WAQ57398. Local authorities are responsible for investment in their school buildings according to need and local circumstance and taking account of opportunities for collaborative delivery. My officials are currently completing their assessment of local authority Strategic Outline Programmes. In line with the announcement that I plan to make in July regarding authorities’ plans, my officials will discuss with individual local authorities their strategies and long term investment plans.

The number of pupils aged 16 who leave school without pass grades in core subjects is not currently available centrally.
The table below shows the number and per cent of pupils aged 16 who did not achieve a grade G or equivalent in each of the core subjects individually and in none of the core subjects, irrespective of the destination of the pupil.

The Minister for Finance and Leader of the House (Jane Hutt): In line with normal practice, the consequentials from the UK announcement have been added to our reserves. Decisions relating to the use of available resources in future years will be taken as part of the current budget planning round where we will be deciding how we can allocate resources in line with our strategic priorities for this Government. Details of our spending plans will be published in the autumn and I will confirm a date for the publication of our spending plans before the summer recess as required by Standing Orders.

Jane Hutt: The Final Budget, approved by the Assembly in February, set our spending plans for this year and indicative plans for the following two years. We are in the process of reviewing our budgets for future years, to align spending plans with our strategic priorities. The Programme for Government builds on our achievements in the last Government and previous spending plans form a firm basis for delivering our commitments. I will publish detailed spending plans for 2012-13 in the autumn.
