The Deputy Minister for Agriculture, Food, Fisheries and European Programmes (Alun Davies): No consideration has been given to the introduction of a license for sea angling in Wales by this Government.

I understand that during the last Assembly some consideration was given during the passage of the Marine and Coastal Access Act. It was decided at the time following much objection not to proceed further.

This Government has no intention at this time of introducing such a scheme in Wales.

The Minister for Finance and Leader of the House (Jane Hutt): NHS impairments, which are a non-fiscal AME charge, primarily arise when a newly constructed building is initially valued (as the resale value of health facilities is usually less than their construction cost, given their specialist nature), or when an asset is about to be disposed of and its valuation immediately prior to sale is lower than the 'book value’.

Treasury ask us to review our AME forecasts at set points through the year.  In terms of NHS impairments, the forecast was prepared on the basis of evidence provided by each NHS body in Wales.  Organisations were asked to consider the valuation impact across their property portfolios, drawing on the advice, where appropriate, of the Valuation Office.

Jane Hutt: The AME reduction of £92million shown in the June 2011 Supplementary Budget resulted from a number of technical changes to the accounting treatment of student loans arising from the Alignment Project run by HM Treasury. These adjustments bring 2011/12 and future years in line with the new accounting treatment.

The Minister for Health and Social Services (Lesley Griffiths): In 2009 / 2010 there were 380 hospital admissions in Wales with a primary diagnosis indicating admission was due to the patient being bitten or struck by a dog.

The Welsh Government does not collect cost data at this level of detail.

The Minister for Local Government and Communities (Carl Sargeant): My officials have been working with Bus Users UK in Wales and others on a best practice guide for local authorities and public transport operators so that they can help people who have visual or auditory impairments. The guide will highlight the barriers faced by individuals with sensory impairment and raise awareness through some useful case studies of what can be done to help these passengers to travel independently.

The guide will include detailed recommendations for local authorities and public transport operators. Bus Users UK in Wales will publish the guide in July 2011.
