The First Minister: The UK Transport Select Committee published its report on the Coastguard, Emergency Towing Vessels and the Maritime Incident response group on the 23 June. The Welsh Government provided written evidence copies of which are available from the House of Commons Library and the Parliamentary Archives.

The Minister for Education and Skills (Leighton Andrews): Figures for 2010-11 have not yet been finalised. Based on current information we anticipate total spend for the primary school free breakfast initiative for 2010-11 to be around £11.3m.

The Minister for Health and Social Services (Lesley Griffiths): We do not hold waiting times specifically for hip replacement surgery, only the orthopaedic speciality.
The Welsh Government’s policy is for 95% of patients to be waiting less than 26 weeks from receipt of the GP’s referral in the hospital to the start of the treatment, including the waiting time for specified diagnostic tests and therapies, with a maximum wait of 36 weeks. In England the target is for 90% of patients to be seen within 18 weeks.
I am aware that there are currently problems with orthopaedic surgery in Wales, with some patients waiting in excess of 52 weeks in some parts of Wales, which is why we are investing an additional £65m over the next three years to reduce waiting times and increase capacity.

Lesley Griffiths: New arrangements for the management of retrospective claims were outlined in Welsh Government Circular 13/2011 which took effect from 13 June. Powys Teaching Local Health Board is implementing these which will be more efficient and achieve greater case throughput.

Lesley Griffiths: Data for the total number of complaints received by the NHS in Wales in 2010/11, including those in respect of Out of Hour GP services, is not yet available. This information is scheduled for release in October and will be available at http://wales.gov.uk/topics/statistics/headlines/health2011/?lang=en.
The Welsh Government itself does not deal with complaints about NHS services. These are dealt with by the responsible NHS organisations.

Lesley Griffiths: My Health Online will be available this summer at up to 20 early adopter GP practices. Full roll out will begin in September 2011 with coverage across Wales by September 2012. Funding of £1.7 million has been approved for the scheme.

Lesley Griffiths: Flying Start is our flagship early years programme and provides a path towards improving the life chances of children in our most disadvantaged communities. We set out plans in December 2010 to invest anadditional £2.5 million in Flying Start over 2012-14. Subsequently our manifesto committed us to further expand the reach of Flying Start, so that by the end of the assembly term twice as many children and families will benefit compared to at present. We are currently undertaking detailed planning for this expansion and we will be significantly increasing our investment in Flying Start to achieve our goal. We will be holding discussions with stakeholders in the coming months to set out how this expansion will be achieved and how the additional investment will be targeted..
Evaluation evidence has shown us that Flying Start is having a real, positive impact on children - when they go to school they are ready to learn, better behaved and more confident at mixing with other children - and we want to ensure that the benefits for these children and their families continue to be maximised.
