The Permanent Secretary (Dame Gill Morgan): During the year from 1.4.09 to 31.3.10, there were two full time equivalent Special Advisers in Pay Band 2 and six full time equivalent Special Advisers in Pay Band 1. At that time the provisions of the Civil Service Order in Council 1995 stipulated that the Welsh Government was allowed up to 8 full time equivalent Special Advisers. This meant that the Welsh Government could have any number of Advisers as long as their combined hours did not exceed the number of 8 full time staff.

As at 4 July 2011 there is one Special Adviser in Pay Band 2 and there are five Special Advisers in Pay Band 1. Their combined hours equate to 5.5 full time equivalent staff. Under the Civil Service Provisions of the Constitutional Reform and Governance Act 2010, there is no longer a numerical limit on the number of Special Advisers who may be employed at one time.

Edwina Hart: Mobile telephone coverage is matter that Ofcom is best placed to address through the obligations and regulatory remedies it places on the mobile industry. The Welsh Government has repeatedly and robustly raised the issue of coverage with Ofcom and will continue to do so.

The Minister for Education and Skills (Leighton Andrews): I have visited Glyndwr University on two occasions, both in my capacity as Minister for Children, Education and Lifelong Learning.  Details are as follows:

20 May 2010: Meeting to discuss possible HE course for British Sign Language Interpreters in Wales.

04 November 2010: Attended North and Mid Wales School Governors Conference at the University's Catrin Finch Centre.

I have also met the Vice Chancellor and other senior managers at other events.

The Minister for Environment and Sustainable Development (John Griffiths): As a members of the Electricity Networks Strategy Group (ENSG), our officials contributed the views if the Welsh Government during the development of the 'Our electricity Transmission Network: A Vision for 2020’ report, which is a technical document looking at a range of options for the development of the electricity grid.

John Griffiths: The TAN 8 consultation received approximately 1700 responses from a range of stakeholders including the public, developers and practitioners. Subsequently, it set out the Welsh Government’s view that connections from the individual turbines to a substation by "undergrounded cables”. Ministers and officials had regular dialogue with the National Grid during this process.

John Griffiths: The First Minister confirmed that the Welsh Government is committed to consideration of regulations under the Measure. Work regarding technical issues is proceeding

In considering taking forward the regulations we will have regard for other policy commitments and in particular those in our Manifesto. One of the priorities for this administration is to deliver improved energy performance of new homes under the Building Regulations. An important consideration, recognised in the Manifesto, is the cumulative impact where a number of proposed policies impact on a particular sector. The joint task and finish group report on housing provision presented to the Council for Economic Renewal on 9th March 2011 recommended that the Assembly Government look at how regulatory impact assessment takes account of the impact of policies against other demands on the housebuilding industry. Regulations to require sprinklers will need to be considered in that context.

Y Gweinidog Tai, Adfywio a Threftadaeth (Huw Lewis): Cynhaliwyd cyfarfod ym mis Mai 2011 gyda Chyngor Benthycwyr Morgeisi, Cymdeithasau Adeiladu, Awdurdodau Lleol a Llywodraeth Cymru i drafod problemau wrth gael morgais ar rai tai fforddiadwy sy’n rhwym wrth Gytundebau Cynllunio Adran 106.

Mae Llywodraeth Cymru wedi rhoi cyfarwyddyd yn y gorffennol yn y ddogfen 'Cyflenwi tai fforddiadwy gan ddefnyddio Cytundebau Adran 106’ (2009). Fodd bynnag, gan fod benthycwyr yn fwy gwyliadwrus bellach wrth roi benthyciadau ar gyfer morgeisi, mae rhai cymalau yn y cytundebau adran 106 unigol yn annerbyniol i fenthycwyr. Mae hyn yn arbennig o berthnasol mewn perthynas â chyfyngiadau ar feddiannaeth sydd mewn grym pan fydd eiddo yn cael ei werthu. Ystyrir felly y bydd angen cyngor pellach o bosibl. Yn unol â chyfarwyddyd Llywodraeth Cymru, dylai tai fforddiadwy lle defnyddir Cytundebau Adran 106 gael eu cyflenwi drwy Gymdeithasau Tai gan ei bod yn annhebygol y bydd problemau yn codi gyda morgeisi.

Mae Cymdeithas Llywodraeth Leol Cymru yn sefydlu grŵp Gorchwyl a Gorffen a fydd yn cynnwys Cyngor Benthycwyr Morgeisi, Llywodraeth Cymru ac awdurdodau lleol i drafod eu gofynion unigol a ffyrdd o fynd ati i safoni geiriad y cytundebau unigol er mwyn hwyluso’r broses o gael morgais yn y dyfodol.

The Minister for Housing, Regeneration and Heritage (Huw Lewis): A meeting took place in May 2011 with the Council of Mortgage lenders, Building Societies, Local Authorities and the Welsh Government to discuss problems with obtaining mortgages on some affordable homes which are subject to Section 106 Planning Agreements.

The Welsh Government has previously provided guidance on 'Delivering affordable housing using Section 106 agreements’ (2009).  However, with lenders now taking a more cautious approach towards mortgage lending, some clauses included in individual section 106 agreements are not acceptable to lenders. This particularly relates to some occupancy restrictions which operate when a property is sold. It is therefore considered that further advice may be required.  Welsh Government Guidance is that s106 Agreements securing affordable housing should be delivered through Housing Associations as problems with mortgages are unlikely to occur.

The Welsh Local Government Association is setting up a 'Task and Finish’ group involving the Council of Mortgage Lenders, the Welsh Government and local authorities to discuss their respective requirements and ways in which the wording of individual agreements can be standardised to aid future mortgageability.
