Mae'n rhaid cyflwyno Cwestiynau Ysgrifenedig o leiaf bum diwrnod gwaith cyn y maent i gael eu hateb.  Yn ymarferol, bydd Gweinidogion yn ceisio ateb o fewn saith neu wyth diwrnod ond nid oes rheidrwydd arnynt i wneud hynny. Caiff yr atebion eu cyhoeddi yn yr iaith y maent yn cael eu darparu, gyda chyfieithiad i'r Saesneg o ymatebion a ddarperir yn Gymraeg.

 
Gofyn i Ysgrifennydd y Cabinet dros Gyllid a Llywodraeth Leol

Janet Finch-Saunders (Aberconwy): A wnaiff Ysgrifennydd y Cabinet esbonio pam y cafodd y cyllid ar gyfer ffrydio byw o gyfarfodydd cabinet/cyngor ei dorri yn 2016, ac esbonio sut y mae Llywodraeth Cymru yn sicrhau, nawr, bod awdurdodau lleol yn defnyddio'r seilwaith a sefydlwyd ganddynt i barhau i ffrydio? Derbyniwyd ateb ar 16 Mawrth 2017

Ysgrifennydd y Cabinet dros Gyllid a Llywodraeth Leol (Mark Drakeford): In March 2013 the Welsh Government provided one-off financial support to encourage local authorities to broadcast their meetings, enable remote attendance and to assist community councils to set up websites. Partly, as a result of the funding, 18 out of 22 local authorities are broadcasting their council meetings to some extent.
There has been no cut in this funding as it was a single grant payment.
The White Paper ‘Reforming Local Government: Resilient and Renewed’ currently the subject of consultation, retains the provisions from the Draft Local Government (Wales) Bill, which requires local authorities to produce strategies explaining how the public can understand how decisions are made and how they can participate in the process. Further to this I intend to make broadcasting of council meetings a statutory requirement.
