Dirprwy Weinidog Ffermio a Bwyd (Rebecca Evans): A detailed breakdown of the reallocation of Glastir penalty fines for 2013/14 and 2014/15 is not available. Any funds coming back into the Wales Rural Development Programme 2007 – 2013 as a result of Glastir penalties are allocated to fund future Glastir contracts.

Carl Sargeant: NRW are not legally required to consider recreation or tourism matters when setting conditions and issuing licences. However the conditions imposed within the licence appropriately regulate the potential environmental impact from any particular activity or development. NRW therefore effectively contributes to the sustainable management of our natural resources in Wales. This in turn helps to support and provide opportunities for growth in both the recreational and tourism sectors.

Carl Sargeant: As set out in the Wales Marine and Fisheries Strategic Action Plan in November 2013, the Welsh Government is aiming to develop the fishing industry by looking at the management of all natural resources in the marine environment and providing a balanced framework for the consideration of potential uses of our seas. We are working to meet the specific target of managing all major fisheries at Maximum Sustainable Yield by 2020, as required under the Common Fisheries Policy. This is being taken forward within Welsh Government under a "Sustainable Fisheries" project as part of the Marine Transition Programme.
We are about to introduce a Welsh Statutory Instrument to update the management of crustacean fisheries, particularly to adjust the minimum landing sizes for some species, to come into force on 1 February 2016. We are also reviewing the sustainability of whelk fisheries through a Task and Finish Group that is due to report soon with a view to tightening legislation to improve the sustainability of that fishery. Current scallop fisheries, including in Cardigan Bay, are managed through legislation covering effort, gear, temporal, spatial, minimum size limits and carriage restrictions to secure the sustainability of the stock.
New proposals to improve the management of scallop fishing in Cardigan Bay, which are subject to consultation at present, include proposed controls on catch and effort limits to underpin sustainability. All the above initiatives are based on significant research to provide the best available evidence base for sustainable fishing. They have also been subject to Habitats Regulations Assessment to ensure that Welsh Ministers' obligations to protect site features in European Marine Sites are fully met.

Rebecca Evans:
I have been growingly concerned by the impact of imported sheep meat products to the UK specifically from New Zealand, and their impact on purchasing choices and retail of Welsh sheep meat. If there were no trade restrictions, New Zealand could import as much lamb into the EU as they wished, potentially saturating markets and competing with Welsh Lamb throughout the EU. Whilst New Zealand are not currently fulfilling their quota as they supply into other global markets, any change in global demand could result in more imports coming to the EU.
The Welsh Government, through Hybu Cig Cymru, are members of the "EU Reflection on Sheep Meat" group which met for the first time on 12 November. The group was set up at the behest of Commissioner Hogan in light of the significant challenges that the sheep sector has been exposed to recently. There were 13 Member States represented on the group with HCC representing the interests of the Welsh sheep sector. The next meeting is scheduled for February, when international trade and supply will be discussed and I will be asking HCC to ensure that the Welsh sheep industry is fully considered in the development of the Impact Assessment.
