Prif Weinidog (Carwyn Jones): Whilst this is a reserved matter, we are exploring a number of avenues to develop better ways of utilising existing assets and promoting strategic investment. For example, at the Energy Wales Strategic Delivery Group meeting I chaired in June, we had an agenda item presented by the Future Networks Manager of one of the Distribution Network Operators operating in Wales.
In addition the Department for Economy, Science and Transport's Energy & Environment Sector Panel also provides advice on the barriers to sustainable economic growth in the sector and the strategies to stimulate investment. The Panel has confirmed that along with access to finance and a consistent and streamlined regulatory framework that an effective infrastructure is essential to drive major investment in energy, and consequently to keep energy prices at a competitive level.
The Welsh Government believes that modern, efficient and reliable energy infrastructure is important for our businesses and communities, and we are committed to working with businesses to enable growth.

Carwyn Jones: The Department for Economy, Science and Transport's Energy & Environment Sector Panel provides advice on the barriers to sustainable economic growth in the sector and the strategies to stimulate investment. The Panel has confirmed that along with access to finance and a consistent and streamlined regulatory framework that an effective infrastructure is essential to drive major investment in energy, and consequently to keep energy prices at a competitive level. It is clear that, particularly for businesses with a higher energy requirement, a resilient infrastructure with capacity for growth is a key consideration.
In addition, the need for enhanced infrastructure in the area is underlined by projects such as SP Manweb's plans to reinforce the distribution between Wrexham (Legacy) and Oswestry to guarantee the security of electricity supplies to 80,000 homes and business in the Wrexham, Shropshire and Powys areas.
The Welsh Government continues to work with inward investors and indigenous SME businesses to identify barriers to investment. Providing tailored flexible packages of support to ensure that economic benefits in terms of jobs, growth and wealth are realised.

Ken Skates: The Welsh Government is committed to deliver a quality Apprenticeship programme in Wales, and maximise the number of Apprenticeship opportunities for young people between the ages of 16 and 24. Apprenticeship frameworks are available in many different occupational areas.
There is a great deal of work underway to support and encourage young people into STEM Apprenticeships, particularly females, into what has historically been a male-dominated sector. The Welsh Government has commissioned SEMTA, the Sector Skills Council for Science, Engineering and Manufacturing Technologies, to develop a project that supports Science, Technology, Engineering and Mathematics (STEM) apprenticeships. The 'I am an Engineer' programme is designed to inspire young people into following STEM paths of study and manufacturing apprenticeships. It provides practical skills and experience via After-School Clubs, Saturday Clubs and Summer Schools, and nurtures interest among parents, teachers and careers advisers on the benefits of manufacturing apprenticeships.
A new Shared Apprenticeship Scheme has been launched in Deeside Enterprise Zone. Deeside Enterprise Zone is one of the most modern, high-skills driven manufacturing areas in the UK, anchored in the fields of aerospace, automotive and process engineering, electronics, pharmaceuticals, construction, food, paper and packaging and sustainable energy.
The pilot scheme will be delivered by Coleg Cambria, in collaboration with large and smaller businesses and educational facilities within the local area. The project will run for three years and will provide a programme of training for a total of 60 new young people, aged 16-24, per year. Each of the apprentices will gain a wide range of experience, working with different employers across the Enterprise Zone area. The pilot will aim for 90% successful completion of apprenticeship and 90% positive progression into sustainable employment.
There are two Sector Priority Fund projects operating in Manufacturing and Agriculture. One to pilot and test the delivery, pan-Wales, of the new Higher Apprenticeship in Advanced Manufacturing; and a Food and Drink Supply Chain project, which will deliver three stand alone units developed to complement and refresh existing apprenticeship provision. The new units will be piloted to existing apprentices providing them with up to date knowledge of the Food and Drink supply chain and the wider career prospects that this offers.
Numbers of Apprentices in the Agricultural and Transport sectors currently stand at: 805 learners across all levels of Apprenticeship within the Agricultural and Land-based sectors (14 frameworks available); and 270 on Transport and Travel-related frameworks (6 frameworks available). Wherever practically and economically possible, our network of Work Based Learning Providers deliver according to employer demand; but are proactive in raising awareness of Apprenticeships amongst sectors that do not traditionally offer Apprenticeship opportunities, and new-employer engagement.
Officials and Providers utilise Labour Market Intelligence to identify skills gaps and future sector requirements. Officials are proactively working with stakeholders in order to ensure skills provision is available to exploit potential employment opportunities that will result from the Great Western Main Line Electrification in Wales.

Jane Hutt: Welsh Government has an ambitious carbon management strategy for the whole of its administrative office estate which includes a wide range of activities aimed at reducing its carbon footprint. As a result, a 27% reduction in carbon emissions has been achieved since 2010/11 and we are well on course to meet the overarching target of a 30% reduction by 2020.
