Carl Sargeant: Natural Resources Wales issues approximately 5,000 licences every year. Timescales set for issuing licenses range from between 25 working days and 4 months depending on the complexity. Currently NRW issues more than 90% of these licences within these timescales. Gweinidog Cymunedau a Threchu Tlodi (Lesley Griffiths):

Our Programme for Government and Strategic Equality Plan contain the actions we are taking to help more women to access employment in Wales, and to be supported once in employment. These include tackling gender stereotyping, addressing occupational segregation and addressing pay differences, as well as providing support to enable women to access the careers of their choice.

Our Welsh specific equality duties require public sector employers to address pay and employment differences across all protected characteristics in the Equality Act 2010. In addition, all public sector employers in Wales with more than 150 employees are required to report annually on gender pay gaps, and on disparities in grade, occupation and different working patterns between men and women.

The Welsh Government included an assessment on progress on pay equality as part of the Welsh Ministers' report on the public sector equality duty, which was published in December 2014. 

Welsh Government has also supported the Women Adding Value to the Economy (WAVE) Project from 2012 to 2015 to better understand, and tackle, the ways in which gender pay inequalities are reproduced through factors such as occupational segregation and part-time and contract work.  In March 2014, WAVE published their report on Working Patterns in Wales which provides a detailed analysis of the jobs, sectors, and working patterns of men and women in Wales in employment and self-employment.

The Welsh Government's Ministerial Task and Finish Group on Welfare Reform commissioned a comprehensive programme of research to analyse the impact of the UK Government's welfare reforms in Wales. This shows that lone parents, most of whom are women, are particularly hard hit by the changes implemented over the last few years and also those due to be implemented up to 2019-20.

Lesley Griffiths:

The National Citizen Service (NCS) Pilot in Wales took place in October 2014, funded by the UK Government with the agreement of the Welsh Government.  The pilot in Wales had a particular focus on engaging young people from Communties First areas and also waived the £50 contribution to costs which is usually required.  

Previous evaluations have documented the experiences of young people participating in the NCS programme across the UK.  I commissioned a further evaluation of the Welsh pilot with a view to establishing how well NCS fits into the education, youth engagement and volunteering landscape here in Wales.

This evaluation is now nearing completion and is due to be formally published shortly. I will then write to the UK Government to outline the Welsh Government's position on the future of an NCS approach in Wales

Any decisions I make will need to be made in the context of the overall budget settlement Welsh Government receives.

Edwina Hart: We are working with key organisations to increase the number of women accessing business support and are encouraging women to start up in business through the Business Wales services. The Role Model service delivered as part of the Youth Entrepreneurship Action Plan 2010-15 also contributes to promoting gender equality in entrepreneurialism.
